How Event Pricing Works

Pay on the estimate. True up on the obligation.

Per-event invoicing is built around how FEMA Public Assistance actually pays — so the price you commit to today is reconciled against the obligated amount when your project worksheets are finalized. No surprise bills, no speculation.

Step 01

Create the event in the platform

When a disaster is declared, your emergency manager opens a new event in TerraFort. It scopes every assessment, map, and report to that incident.

Step 02

Select Basic or Premium response

Pick the tier that matches the response your team needs. You can upgrade within 60 days — the deposit difference is billed at the next milestone.

Step 03

Invoiced after 30 days, then monthly

TerraFort issues the first per-event invoice 30 days after the event opens, calculated from your team's working damage estimate. Subsequent invoices arrive monthly until close-out.

Step 04

True up at FEMA obligation

When FEMA issues the official obligation amount, your invoice is reconciled to the obligated figure. Credits or balances settle on the close-out invoice.

You also retain full access to data from every prior event you've run on the platform — damage records, photos, scopes, and reports — for as long as your annual subscription is active.

An event is a time- and geography-scoped container for everything related to one disaster — damage records, photos, maps, scopes of work, cost estimates, and reports. Creating an event also activates the per-event invoice line and unlocks the response tier you selected.

Authorized roles inside your agency can create events. You'll typically open one within 24 hours of the incident, even before federal declaration, so your inspectors can start documenting immediately.

FEMA obligation is the dollar amount the Federal Emergency Management Agency formally commits to a Public Assistance project worksheet. It's the official, audited number — not your initial estimate.

TerraFort invoices a deposit at event creation based on your team's working damage estimate. When FEMA obligates a final amount, we true up the per-event price against that obligation.

At event creation, we calculate the per-event fee from your damage estimate. The first invoice goes out 30 days after the event opens, and we bill monthly thereafter against the working estimate.

Once FEMA issues an obligation, the total is reconciled. Any over- or under-payment moves to the close-out invoice, which we issue within 15 business days of the final obligation.

Yes — there's no cap on simultaneous events. Each event is invoiced independently against the tier you select for it.

It's common for a state agency to have a major hurricane, a wildfire, and a winter-storm event all open at once. You can mix tiers freely — Premium for the headline disaster, Basic for the smaller concurrent incidents.

Yes. You can upgrade within the first 60 days — the additional fee is prorated against the time remaining and billed on the next milestone invoice. Downgrades from Premium to Basic are also allowed up to the first onsite engagement; after that, the Premium tier is locked for that event.

The subscription slider goes up to 5,000,000 residents on this page — for jurisdictions larger than that (or for state-wide deployments), talk to us about a state agreement. The damage slider goes up to $500M and the banded premium formula extends indefinitely above $100M.

Per-event minimums apply to every event regardless of damage estimate: $5,000 for Basic, $15,000 for Premium.

State-level customers and multi-county consortia are eligible for a master subscription that aggregates population across covered jurisdictions, with sub-account access for each county or city. Per-event pricing remains incident-scoped.
